As the Founder, Chief Scientist and Principal of Ellumen, McCollough has nearly 20 years of hands-on experience in the diagnostic medical imaging and the PACS industry. McCollough’s experience and expertise in the medical imaging and PACS industry, enables him to design enterprise imaging solutions, provide overall project development, management assistance and direction, develop appropriate diagnostic supporting imaging storage and distribution backbones, and deploy and support mission critical operational medical imaging systems. McCollough is also well-versed in the challenges of PACS technology, its implementation, and use. Additionally, McCollough has experience in the web distribution of DICOM images and was the founder of Sirius Corporation – one of the first companies to use the Internet for the enterprise sharing of multimodality, diagnostic medical imagery.
McCollough holds a patent in image understanding, is a licensed professional engineer, former Air Force Officer, and holds an MS EE (Electrical and Computer Engineering) from the Air Force Institute of Technology.
As the Chief Operating Officer, Director of Operations and Principal of Ellumen, Luby has over 27 years of progressive information systems management experience focusing on both technical and program management of large-scale systems development and life-cycle activities for Federal, state, and international government agencies. Luby has over 20 years of experience in the design, implementation and integration of automated records management, document imaging and workflow systems. Since 1998, he has provided senior level technical management of healthcare integration frameworks, open distributed systems, and web/Internet-based mission critical systems design and development, document management, digital imaging technologies and process re-engineering concepts for healthcare systems and applications. Luby has been a member of HIMSS and HL7 for 6 years and a frequent faculty member at HIMSS and Medical Record Institute proceedings. Luby holds an graduate degree in Computer Systems Management from the University of Maryland.
As the Chief Technology Officer, Executive Vice President and Principal of Ellumen, Inc., Leslie has over 25 years of Healthcare IT experience in a wide array of healthcare information technology applications. Prior to joining Ellumen, Leslie was director of technology for the Northrop Grumman Health Solutions Sector. He was instrumental as the Chief Architect for many Federal government initiatives while at Northrop Grumman including: Bi-directional Health Information Exchange (BHIE), Federal Health Information Exchange (FHIE), and Government Computer-based Patient Record (GCPR). Before Leslie’s government health IT engagements, he worked for over fifteen years in the private healthcare sector on several commercially marketed products. Leslie brings a commercial, private, and government public perspective to his role at Ellumen. He continues his long standing active participation with standards development organizations (SDO) such as Health Level 7 (HL7), Object Management Group (OMG), DICOM and has worked with many of the healthcare ontology and terminology groups. Leslie is a Certified Federal Enterprise Architect with extensive real world experience in systems architecture and systems integration. He holds a BS in Computer Science from Pennsylvania State University.
As Vice President of Operations for Ellumen, Carroll has over 25-years experience in computer systems, application development, life-cycle and system engineering. He has spent the past 17 years in management positions, seven as a principal engineer at Northrop Grumman, with P&L responsibilities ranging up to $10M+ w/professional staff of 55 professionals. Carroll manages program objectives for FHIE/BHIE Framework capabilities as well as those of other related health informatics projects. The overall program focuses on the exchange of clinical information between government agencies and between government and commercial entities. Carroll holds a BA from Mt. St. Mary's College.
As the Director of Software Development for Ellumen, Wayland has 11 years of experience in the field including software testing, feature demonstration, software analysis, as well as expert project management to keep technical programs on time and on budget. Wayland has served as lead developer on several VA, DoD, and IHS projects and has worked on commercial hospital medical systems integration. He has served on a system architecture team for mobile phone service messaging integration platform that delivers 5 billion messages a month. Wayland is certified in Java Development, Oracle Database Administration, and the IBM Websphere Application Server Administration. He holds a BEE degree from Georgia Tech Institute of Technology and has completed Master’s course work in software engineering at Southern Methodist University.
As Project Manager for Ellumen, Vogel has over 20-years of experience in complete project lifecycle management, business development, and client support. Vogel currently manages an interagency image sharing project that supports the testing of a prototypal solution for DoD and VA medical clinicians. Vogel has successfully developed interactive training videos and a quick start guide to reduce training support costs to the customer and identified and implemented a process workflow to streamline patient information capture by clinical support staff. Prior to Ellumen, Vogel was responsible for business development, as well as directing a federal agency’s Web Portal Project that established agency portals to share business and functional requirements, and standardize on elements such as look and feel, architectural direction, certain style conventions, Section 508, and security standards. Vogel holds a BA in Religious Studies from St. Michael’s College and an MA in Applied Psychology from Fairfield University.
As the Senior Security Architect for Ellumen, Seymour has over 15 years of healthcare-specific security experience, including 12 years of experience at the enterprise level for the Department of Veterans Affairs, Veterans Health Administration, including positions of Technical Security Advisor, Information Security Officer, and responsibilities of policy development, system controls assessment and certification, and medical device security policy development and compliance with HIPAA, NIST, FISMA, and other requirements. Seymour has served as a member of the Health Information Management & Systems Society (HIMSS) Privacy and Security Steering Committee, HIMSS Medical Device Security Task Force, and URAC Accreditation Committee for HIPAA Privacy & Security. Seymour is a Certified Information Systems Security Professional (CISSP) and Program Management Professional (PMP), and has managed projects for the Department of Veterans Affairs funded in excess of $16M annually and $36M over the course of the contract.
Seymour served with the United States Army as a Military Policeman for over 10 years, as a Federal Police Officer and Federal Detective and has over 31 years of Federal Service. Seymour holds a BA in Management and Organizational Development from Spring Arbor University.
As a Senior Network Engineer, Boberg brings 15 years of experience in technical project administration and management with specialized skills in network engineering and systems administrator familiar with diverse aspects of local area network (LAN)/wide area network (WAN) integration, network security, and Web Server integration. Prior to joining Ellumen, Boberg was involved in Healthcare Enterprise Integration Systems at Northrop Grumman. Boberg was a member of the team responsible for design, implementation, and troubleshooting of developmental and deployed systems for electronic health care projects of the Veterans Health Administration (VHA) and the Department of Defense (DoD). Bobergs holds a BS in MIS/DS from George Mason University.
